Objective/s

Strengthening cross-border integrated institutional approach in combatting illicit arms trafficking between Kosovo and North Macedonia through increased institutional capacities, improved police practices and information sharing

Contributing to the Roadmap goal/s

Goal 2 - By 2024, ensure that arms control policies and practices in the Western Balkans are evidence based and intelligence led.
Goal 3 - By 2024, significantly reduce illicit flows of firearms, ammunition and explosives (FAE) into, within and beyond the Western Balkans. 
Goal 4 - By 2024, significantly reduce the supply, demand and misuse of firearms through increased awareness, education, outreach and advocacy.
Goal 5 - By 2024, substantially decrease the estimated number of firearms in illicit possession in the Western Balkans.

Contributing to the Roadmap overall targets

Goal 2:

  • Ensure exchange of operational and strategic information, data, intelligence as well as evidence with Europol, Frontex and Eurojust.
  • Increase national analytical capacities and institutionalize firearms data analysis.

Goal 3:

  • Prevent trafficking (smuggling, illicit trade and transit) of FAE through improved processes, equipment and training of targeted law enforcement units.

Goal 4:

  • Increase awareness of FAE producers about risks of diversion.
  • Increase awareness among general population, both women and men, on the danger of misuse, illicit possession and trafficking of FAE.

Goal 5:

  • Substantially increase number of seized firearms, ammunition and explosives.

Key activities implemented up to date

Output 1.1

  • Completed needs assessment and gap analysis document;
  • Organized Workshop for presentation of needs assessment and gap analysis document with representatives of the Ministry of Interior.
  • Completed combined trainings on information gathering, information sharing and information analysis (2-day training) and on weapons categorization, explosives and other handmade explosive devices, possession and misuse of firearms and community policing/ILP (3-day training) for a total of 400 police officers from both jurisdictions.

Output 1.2

  • Completed trainings on combating trafficking of converted firearms for a total of 75 police officers from both jurisdictions.

Output 1.3

  • Completed Manual on investigations of small arms and light weapons on the internet.
  • Organised Training on investigations of small arms and light weapons on the internet.

Output 2.1

  • Completed comprehensive awareness raising campaigns on celebratory shootings in both jurisdictions.
