Objective/s

  • Increase investigative and operational capacities of the police to tackle illicit arms trafficking and firearms criminality.
  • This project’s objective is in line with the Community policing Strategy and Action plan 2017-2021, Intelligence Led Policing, Countering Organized Crime Strategy and Small Arms Light Weapons and Explosives control Strategy.

Contributing to the Roadmap goal/s

Goal 2 - By 2024, ensure that arms control policies and practices in the Western Balkans are evidence based and intelligence led.
Goal 3 - By 2024, significantly reduce illicit flows of firearms, ammunition and explosives (FAE) into, within and beyond the Western Balkans. 
Goal 5 - By 2024, substantially decrease the estimated number of firearms in illicit possession in the Western Balkans.

Contributing to the Roadmap overall targets

Goal 2:

  • Prevent trafficking (smuggling, illicit trade and transit) of FAE through improved processes, equipment and training of targeted law enforcement units.
  • Strengthen tasking, coordination and monitoring functions of the SALW Commissions, to ensure effective policies on Prevention, Mitigation, Reaction, and Suppression of firearms misuse, trafficking and uncontrolled proliferation.
  • Introduction of mandatory feedback exchange for all WB beneficiaries enabling improvement of proactive investigations at national, regional and international level.
  • Increase national analytical capacities and institutionalize firearms data analysis.

Goal 3:

  • Prevent trafficking (smuggling, illicit trade and transit) of FAE through improved processes, equipment and training of targeted law enforcement units.

Goal 5:

  • Substantially increase number of seized firearms, ammunition and explosives.

Key activities implemented up to date

Overall results achieved:

  • 201 police officers (177 men and 24 woman) from 8 regional police directorates were trained and certified on basic firearms investigations;
  • 30 police investigators (26 men and 4 woman) trained and certified on advanced firearms investigations;
  • Two five-day training sessions has been completed for 40 police special units (40 male) who improved their skills on firearms detections, during house searches and learn more about the risks from firearms;
  • Eighty (80) computers with monitors and docking stations, 40 multifunctional printers and 40 toners, five tablets and 17 laptops, one MALTEGO Software (XL Annual License) - (with 2 years subscription) with one Desktop, One Server and one training on using the license; one Dashboard/Tableau visualization platform, two explosive detectors, three  endoscopes, eight thermal cameras and two flying observation cameras were procured and handed over to the Kosovo Police investigation department.
