Objective/s

To improve the capacities and capabilities of the relevant agencies within the Western Balkans to tackle the threat from firearms, focusing on developing partnerships to enhance the sharing of good practice between firearms focal points and ballistic forensic experts and to obtain ISO 17025 Accreditation. 

Contributing to the Roadmap goal/s

Goal 1 - By 2023, ensure that arms control legislation is in place, fully harmonized with the EU regulatory framework and other related international obligations and standardized across the region.
Goal 2 - By 2024, ensure that arms control policies and practices in the Western Balkans are evidence based and intelligence led.

Contributing to the Roadmap overall targets

Goal 1

  • Ensure standardization of procedures and practices in the area of arms control and FAE investigations.

Goal 2

  • Ensure exchange of operational and strategic information, data, intelligence as well as evidence with Europol, Frontex and Eurojust.

Key activities implemented up to date

  • Support to NFFP, Support to Ballistic Laboratories in relation to ISO17025 Accreditation and Quality Assurance. Exchange visits supported through SEESAC between WB partners and NABIS.
  • In March 2022 NABIS arranged for Serial Number Restoration Training at the Ballistic Laboratories in Albania & Serbia.
  • In May 2022 NABIS hosted a delegation of 6 representatives from SEESAC and Albania who visited NABIS and the NABIS Ballistics Laboratory.
  • In July 2022 NABIS visited Tirana (Albania) and met with representatives from the Firearms Focal Point and the Ballistic Laboratory to discuss the assistance that NABIS can provide in achieving ISO Accreditation.
  • Workshop held in Belgrade with heads of Labs, FFP’s and Quality Managers.
  • Exchange visits supported through SEESAC between WBs partners and NABIS.
  • Joint NABIS, NCA and EMPACT workshop in Budva regarding Intelligence Lead Policing in preparation for 2023 JAD.
