Objective/s

Conventional Weapons Destruction (CWD) and Physical Security and Stockpile Management (PSSM)

1. Reduce stockpiles of surplus, obsolete and/or hazardous Explosive Remnants of War (ERW) and Ammunition Stockpiles.

  • Destroy, dispose and/or demilitarize outdated and/or hazardous ERW – Ministry of Interior.
  • Demilitarize outdated and/or hazardous ammunition stockpiles – Ministry of Defense.

2. Improve conventional weapons and munitions stockpile security and management in Montenegro.

  • Improve conditions of storage facility Rogami of inappropriate and/or outdated ERW – Ministry of Interior.
  • Capacity Development – ERW and EOD Training, equipment provision – Ministry of Interior.

Contributing to the Roadmap goal/s

Goal 6 - Systematically decrease the surplus and destroy seized small arms and light weapons and ammunition.
Goal 7 - Significantly decrease the risk of proliferation and diversion of firearms, ammunition and explosives.

Contributing to the Roadmap overall targets

Goal 6:

  • Systematically destroy all surplus stockpile FAE in an environmentally benign manner.
  • Systematically and publicly destroy all seized FAE.

Goal 7:

  • Ensure safe and secure SALW/firearms and ammunition storage facilities designated based on identified needs and in accordance with international standards.

Key activities implemented up to date

Disposal and/or demilitarization of unexploded ordnance (UXO) for Ministry of Interior MoI MNG

  • Destruction of stored outdated and/or hazardous UXO in Podgorica/Rogami facility from the beginning of the project until April 2024 – in total 92.61 tons (T) were disposed of.

Demilitarization of ammunitions for Ministry of Defense

  • By October 2024 - a total of 64.73 T (203.351pcs) of various surplus ammunition was demilitarized under MoD surplus ammunitions list project. Project finalized.

Safety and Security Adaptation of UXO storage facilities in Podgorica/Rogami -  Ministry of Interior MoI MNG

  • Phase one - completed (project design)
  • Phase two  - Phase two  - completed in 2025 (construction of plateau with supporting technical  elements and equipment and construction works).

Capacity Development for the Ministry of Interior, Directorate for Emergency Situations,     Department for UXO – Technical Support / Equipment provision

  • All equipment for disarming the UXO in the low order technique Montenegro Ministry of Interior – Directorate for Emergency Management – Department for UXO was delivered and activities finalized.
  • ERW/UXO transport vehicle – equipment purchased and delivered to Montenegro  Ministry of Interior – Directorate for Emergency Management – Department for UXO was finalized.
  • The training project (consisting of IMAS EOD L2, L3 and L3 Maritime) for four employees of MoI Department of UXO commenced in end June and was in levels’ segments performed by mid-September 2020.
