Iva Savić serves as a Project Officer responsible for SEESAC’s reporting and knowledge management. She joined the team in this role in 2021, but was previously with SEESAC between 2011 and 2016 when she managed SEESAC’s Arms Exports Control in the Western Balkans project, SALW awareness-raising activities and the overall communications of the initiative.   Iva holds a Master’s degree in International Security Policy from Columbia University in New York. Prior to her current engagement, Iva collaborated with UN Women and OSCE in Serbia on gender and SALW control related issues. She led a human security focused-advocacy project at Freedom House in Washington, D.C. and served as a Research Assistant at the Center for Strategic and International Studies (CSIS) on issues ranging from U.S.-Russian security, democracy development, and human trafficking linked to the presence of peacekeepers and other international contingents in the Western Balkans.

Jelena McCoy is the Trust Fund Co-ordination Officer supporting the implementation and coordination of funding mechanisms under the Roadmap on combating illicit arms trafficking in the Western Balkans. Jelena joined the SEESAC team in July 2022. Previously, she worked for the Organization for Security and Co-operation in Europe covering a diverse portfolio, including strategic planning, policy development, programme co-ordination, monitoring and evaluation, resource and partnership mobilization, post-conflict institution building and reconciliation, and gender equality. Jelena earned her Master’s degree in European Integration and Regionalism at the University of Graz, Austria.

Martin van der Meij joined the SEESAC team in January 2024 as a Small Arms and Light Weapons Control Expert. He has more than 26 years of Law Enforcement experience within the Dutch Military Police and the Dutch National Police working mostly in the intelligence sector. Between 2014-2023 Martin worked for the European Law Enforcement Agency Europol where he was head of the Analysis Project Weapons & Explosives, a multi-disciplinary and multi-cultural team of analysts and specialists supporting EU Member States and partners investigating trafficking of weapons and explosives on both operational and strategic level. This support included operational analysis, delivery of subject matter expertise and monitoring threats and trends.

Arben Kotobelli, a former Major in the Albanian Army, joined the SEESAC team as Technical Adviser in February 2016. He supports SEESAC’s activities in Albania and is primarily responsible for the coordination and monitoring of the activities with the Ministry of Defense. He graduated as Weapons and Ammunition Specialist from the Albanian Military Academy and remained in active duty for 17 years. He has completed several ammunition-related training courses in Italy, Canada and the USA. Prior to joining SEESAC, he was the Project Supervisor for the NATO Support and Procurement Agency – NSPA in Albania during the implementation of two NATO Trust Fund projects for the destruction of surplus ammunition and excess weapon.

Violeta Gaši has been serving as a Programme Analyst at SEESAC since May 2026, supporting activities related to small arms and light weapons (SALW) control and regional cooperation, with a focus on armed violence monitoring and knowledge management. She joined SEESAC in 2015 as a Translator and was appointed Programme Associate in 2021. Since 2018, she has managed and overseen the quality assurance of SEESAC's Armed Violence Monitoring Platform (AVMP), conducting data analyses and developing knowledge products on armed violence in South East Europe. Violeta holds a Master's degree in English Language and Literature from the Faculty of Philosophy at the University of Niš. She brings over fifteen years of diverse experience, having worked at NIS j.s.c. Novi Sad and Philip Morris International, as well as with the International Organization for Migration and C.R.I.C., in roles spanning interpretation, project implementation, and administrative support.

Nenad Bošković has been serving as a Project Analyst at SEESAC since 15 November 2023, supporting SEESAC's activities related to regional cooperation, SALW control policies, and the Western Balkans SALW Control Roadmap. He joined the team in April 2016 as a Programme Assistant and later assumed the position of a Programme Associate in November 2019. Prior to that, Nenad worked for the United Nations Office for Project Services in Serbia on the Integrated Health Information System Project as a Manager Assistant and as an Advisor for international Cooperation and EU Integration in the Ministry of Health of the Republic of Serbia. He holds a Bachelor's degree in International Relations and a Master's degree in Political Science, both from the Faculty of Political Sciences of the University of Belgrade.

Marija Djordjević has been working as a SEESAC Project Analyst since 2023. She began her work with the SEESAC team in 2017 as a Programme Assistant, and subsequently, from 2020 onward, she fulfilled the role of a Programme Associate. Before joining SEESAC, Marija held diverse positions at the Center for Liberal-Democratic Studies in Belgrade, including Assistant Manager, Financial Manager, and Project Coordinator on EU-funded regional and local projects focused on Anti-Corruption, Good Governance, and Social Services. Marija holds a Master's degree in Economics from the University of Belgrade, Department of International Economics and Foreign Trade.

Nemanja Vuksanović has been working as a Project Procurement Analyst at SEESAC since August 2024. He first joined SEESAC in August 2017 as a Programme Assistant and, starting in 2020, served as a Programme Associate. Before joining SEESAC, Nemanja worked as a Program Coordinator for the Youth Business Forum and completed an internship with the United Nations Development Programme. He holds both a Bachelor's and a Master's degree from the Faculty of Law at the University of Belgrade.

Donjet Gjoka serves as Analysis and Reporting Expert at SEESAC, since May 2026. He previously worked as Project Analyst at UNDP Albania Country Office, supporting the implementation of a project on strengthening institutional capacities and cross-border cooperation to SALW control, and contributing to the broader governance and rule of law portfolio of the office. Prior to joining UNDP, Donjet served as Advisor in the Cabinet of the Minister of State and Chief Negotiator for EU Accession at the Prime Minister's Office of Albania, where he held specific responsibility for EU acquis Chapters 24 and 31. He also served as Head of Division for Civil Society and Security at the Coordination Centre for Countering Violent Extremism at the Prime Minister's Office, and earlier as Desk Officer at the Department of Policy and Strategic Planning of the Ministry of Interior of Albania, where his portfolio spanned SALW control, countering violent extremism, and EU acquis alignment. Donjet holds a Master's degree in Advanced European and International Studies from the Centre International de Formation Européenne (CIFE), and a Bachelor's degree in International Relations from the Moscow State Institute of International Relations.

Majlinda Behrami joined SEESAC in 2024 as a Research Expert. She is responsible for the research and analysis underpinning the implementation of the Western Balkans Roadmap as well as disarmament and arms control activities in South-East and East Europe more widely. Her role also includes developing knowledge products on different aspects of SALW control under the SEESAC portfolio. Prior to joining SEESAC, she held various positions in NGOs and think tanks across Europe, working on gender, arms control, and Women, Peace and Security. She holds a Master’s degree in Public Policy from the University of Erfurt, specializing in conflict studies, and a double BA in Political Science and Management from the University of Pristina.
