Advancing OSINT Skills to Support More Effective Criminal Investigations
On 10–11 February 2026, SEESAC, with the support of the European Union, gathered representatives of law enforcement agencies and ministries of interior from the Western Balkans, Republic of Moldova and Ukraine in Skopje for a Regional Workshop on Open-Source Intelligence which focused on strengthening practical skills in the use of OSINT tools and techniques in criminal investigations. Participants explored key data sources, internet and network fundamentals, and investigative methods for analysing digital footprints and mapping connections.
As social media contains a wealth of information, where individuals often share details about their activities, networks, and intentions online, a significant component of the training addressed Social Media Intelligence (SOCMINT). Participants examined the OSINT cycle, discussed the opportunities and challenges of working with social media data, and reviewed practical online resources that can support investigations
Participants learned to prepare secure virtual environments, work with virtual machines, and apply operational security measures ensuring that investigative activities are conducted safely, ethically, and in line with best practices.
By enhancing the strategic, systematic and effective use of open-source intelligence and emerging technologies, SEESAC continues to support law enforcement authorities in South East and East Europe in strengthening investigative capacities and improving early identification of potential threats. The workshop was organised with the support of the European Union through the Support for enhancing the fight against the illegal possession, misuse and trafficking of small arms and light weapons in the Western Balkans (Phase II) project.
