SEESAC Develops Emergency Protocol for Safe Storage and Safe Transport of Ammunition and Explosives

The South-Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC), has developed two new emergency protocols, aimed at enhancing the safe management, transport, and stocktaking of small quantities of surrendered and recovered ammunition and explosives.

With financial support from the European Union through the EU Council Decision (CFSP) 2019/2111, the newly published protocols provide essential guidance for law enforcement agencies handling surrendered and seized small arms ammunition and explosives, reducing risks to public safety and security.

The Emergency Protocol for Safe Storage of Ammunition and Explosives (EP1) aims to enhance the safe handling and temporary storage of surrendered or recovered ammunition and explosives at police stations and security force bases. It outlines key safety measures, including designated storage areas regular stocktaking and strict fire safety precautions.

Building on EP1, which provides a structured, resource-efficient approach to handling potentially hazardous materials, Emergency Protocol (EP2) is a protocol on the safe transport of small quantities of surrendered or recovered ammunition and explosives for final destruction. Given the risks associated with transporting explosives, EP2 provides essential safety measures by emphasizing the need for safety precautions, proper hazard classification, and coordination with national authorities to ensure compliance with transport laws.

By establishing standardized procedures, SEESAC strengthens the secure management of ammunition and explosives in the region, reinforces international safety standards and contributes to broader efforts to prevent the proliferation of illicit arms.
