EU and UNDP deliver $1.1 million in specialized equipment to strengthen Albania's fight against arms trafficking
Tirana, July 2, 2025 – As part of ongoing efforts to combat the illegal possession, misuse, and trafficking of firearms, ammunition, and explosives, the European Union, the United Nations Development Programme (UNDP) through SEESAC delivered new specialized equipment to the Albanian State Police today. The handover ceremony, held in Tirana, was attended by Mr. Besfort Lamallari, Deputy Minister of Interior of Albania and Head of SALW Commission, Senior Leader Mr. Sokol Bizhga, Deputy General Director of the Albanian State Police, Mr. Andre Rizzo, André Rizzo, Chargé d’affaires of the EU Delegation to Albania, and Ms. Randi Davis, UNDP Resident Representative in Albania.
“This valuable donation is not just support for our police forces—it is a testament to the strong partnership between the Government of Albania, the European Union, and our implementing partner UNDP in contributing to regional security and advancing our path toward EU integration.” said Deputy Minister Mr. Besfort Lamallari.
Valued at $1,192,782, the donated equipment was funded by the European Union, following an assessment of the operational needs of Albania’s Border and Criminal Police services.
“The support we have received from our international partners, and specifically from SEESAC through UNDP and European Union funding, has been crucial in several areas: improving legislation, increasing analytical and operational capacities, creating specialized structures and strengthening regional cooperation.” said Senior Leader Mr. Sokol Bizhga, Deputy General Director of the Albanian State Police.
Today we are receiving a package of high-tech equipment, which will be used by the Border Police and the Criminal Police. This investment is direct, necessary and well-targeted - and comes after a careful needs assessment process by our own experts in cooperation with partners,” he added.

Albania has made notable progress, particularly in the fight against illicit trafficking of weapons and enhancing institutional coordination. Today’s handover of specialised equipment to Albania’s Border and Criminal Police in the context of Small Arms and Light Weapons (SALW) control is a tangible result of our joint efforts and a symbol
of our ongoing partnership”, said André Rizzo, Chargé d’affaires of the EU Delegation to Albania.
From metal detectors, thermal cameras, and x-ray scanners to explosive and crime scene detection kits, the valuable equipment will strengthen the ability of Albanian authorities to collect evidence, conduct investigations, and prevent and respond to firearm-related incidents more effectively.
“With the strategic support of the European Union, UNDP, through SEESAC, is delivering specialized equipment to the Albanian State Police, strengthening the capabilities of the Border and Migration Department and the Criminal Police. This equipment enhances detection capacities, streamlines forensic analysis, and bolsters Albania’s efforts to combat illicit arms trafficking and respond to emergencies, underscoring our collective commitment to fostering safer communities and addressing the
profound impact of small arms and light weapons across the region,” said UNDP Resident Representative Randi Davis.
The support is financed by the European Union through Council Decision (CFSP) 2019/2111, amended by Council Decision (CFSP) 2024/381.
