Serbia Moves Towards Establishing a National Database on Disaster Losses

On 22-24 April 2013, the United Nations Office for Disaster Risk Reduction (UNISDR) and UNDP/SEESAC jointly organized a three-day Workshop on Disaster Inventory Management System (DesInventar) as the first phase of the pilot project Disaster Loss Database Establishment in the Republic of Serbia.

The objective of the project is to develop a database containing information on economic damages and losses caused by disasters in Serbia, over a period of time, using data provided by the Government of Serbia and other relevant sources.

Such a database, nationally coordinated and internationally comparable, would serve as a solid baseline that could help Serbia identify its disaster risk patterns and drivers at both local and national levels. More importantly, it would allow for the creation of a well thought-out, evidence-based, governmental investment planning in cost-effective disaster risk reduction (DRR) and climate adaptation measures.

Serbia is one of the five countries in Europe that decided to pilot and adopt DesInventar, a project that in Serbia is funded by UNDISDR through SEESAC.

The workshop was designed to present the utility, usage, installation and maintenance of DesInventar through training sessions and practical exercises held by UNISDR and International Centre on Environmental Monitoring (CIMA) experts. It was a unique opportunity to present the database to all end users, discuss its methodology, and provide technical clarifications regarding data collection, data compilation, data insertion, IT aspects, etc.

Attending the meeting were representatives of the Sector for Emergency Management of the Ministry of Interior of the Republic of Serbia and Statistical Office of the Republic of Serbia – institutions tasked with managing the establishment of the DesInventar system in Serbia, as well as their colleagues from a number of other relevant ministries participating at the National Platform for Disaster Risk Reduction, analysts of specialized institutions, public companies and representatives of the Serbian Armed Forces General Staff.
