SEESAC supports development of the first Law on civil use of explosives in the Western Balkans harmonized with the EU regulatory framework

Skopje, a new draft law on Explosives for civil use and pyrotechnical articles was discussed today in a workshop where SEESAC provided advisory support to the Ministry of Internal Affairs of North Macedonia to ensure harmonisation in the field of control of civil use explosives.

The new draft law, will guarantee that any explosive is designed, manufactured and supplied in such a way as to present a minimal risk to the safety of human life and health, as well as to prevent damage to property and the environment.

Explosives for civil use and pyrotechnic articles can and are often used by terrorists or crime groups. Therefore, through this draft law will be made sure that explosives but also pyrotechnic materials cannot be accessed by unauthorised persons.

SEESAC will continue to provide support in the area of law harmonization as part of the support provided to the implementation of the Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of SALW and their ammunition in the Western Balkans by 2024, supported by EU Council Decision (CFSP) 2019/2111.
