April 15th, 2010 - The EU Common Military List

Following established practice of support to national authorities and in order to assist beneficiaries, SEESAC drafted an official analysis of changes in the Common Military List of the European Union 2010, adopted by the Council on 15 February 2010, and updating and replacing the Common Military List of the European Union adopted by the Council on 23 February 2009. The document, which can be downloaded here, highlights the changes in the EU Military List (EUML) relative to 2009. Its purpose is to facilitate and encourage the adoption by states in the Western Balkans of the latest EU military list, thus helping them increase their compliance with EU regulations in the area of arms transfer controls.  ... read more

On 24-25 March 2010 SEESAC organized a Workshop on Brokering Legislation for the Macedonian National Commission on SALW Control. Having in mind that illicit arms brokering can have a strong negative influence on national, regional and international security and stability, the implementation of adequate national controls over arms brokers is essential. This workshop was part of SEESAC activities in the domain of arms export controls and its purpose was to support the Macedonian authorities to formulate a clear legal framework for brokering activities that complies with the provisions of the EU Common Position on the control of arms brokering.  ... read more

On 29 January 2010 the SEESAC team was awarded the UNDP Serbia Outstanding Achievement Award. The award recognizes outstanding achievements in leading and contributing to the development and organizational effectiveness of the country office. The Serbian Ministry of Economy and Regional Development has produced their second annual report on export and import of military equipment and dual-use goods for the period 1 January to 31 December 2007. The main part of the report describes the national export-import control policy, national legislation, national control lists, licensing criteria, competent institutions in the licensing process, international commitments, experience gained in the field of export control, active participation in seminars and further advancement of the control system, as well as the analyses of statistical data given in annexes.  ... read more



In 2009 the former Yugoslav Republic of Macedonia has requested from SEESAC assistance for strengthening the national legislation on brokering controls. The study on the 'Implementation of the EU Common Position on the Control of Arms Brokering', researched and written by Dr Paul Holtom from SIPRI, provides an overview of the implementation of the Common Position 2033/468/CFSP of 23 June 2003 on the control of arms brokering by EU member states and states in the Western Balkans. It highlights some of the approaches that have been taken by a selection of these states to implement the mandatory and optional provisions of the Common Position. The report is intended to demonstrate the range of possibilities that have been exercised at the national level to implement the Common Position, as well as the options for arms brokering controls for the former Yugoslav Republic of Macedonia.  ... read more



The possibility of producing a regional annual report on arms exports for South East Europe was discussed at EU outreach events in Serbia (December 2007) and Slovenia (May 2008). SEESAC organized a workshop for the SALW Commission in Moldova during the period 25-27 November in Chisinau. The goal of the workshop was to identify the components for a national project on SALW control by using the logistical framework approach (LFA) method.  Ten national counterparts from the Ministry of Interior, the Ministry of Economy, the Ministry of Defence and the Customs Service took part in this exercise. Representatives from the OSCE Mission in Moldova and UNDP Moldova have participated as well. The outcome of the workshop is a draft LFA matrix of the SALW control project agreed by all participants. The national counterparts endorsed the framework of the project, which will include: Overall Objective, Purpose of the Project, Expected results, Activities,  as well as Assumptions, Indicators and the Mean of verification.  ... read more
