Brokering Legislation in the former Yugoslav Republic of Macedonia

The former Yugoslav Republic of Macedonia has the objective to establish control over arms brokering in order to avoid circumvention of UN, EU or OSCE embargoes on arms exports, as well as of the Criteria set out in the European Union Code of Conduct on Arms Exports. In order to achieve this objective, the former Yugoslav Republic of Macedonia will undertake the development of national legislation on arms brokering that is in conformity with the Council Common Position 2003/468/CFSP on the Control of Arms Brokering and with the Common Position 2008/944/CFSP, adopted on 8 December 2008, defining common rules governing control of exports of military technology and equipment.

SEESAC has selected Dr. Paul Holtom to conduct a comparative research and assist the Macedonian authorities. The draft outline of his research can be downloaded here.

Dr Holtom has submitted the first draft report.
