Albania: National Report on Arms Exports
Since 2006 SEESAC has been providing technical assistance to the Governments in the Western Balkans for development of national reports on arms exports. In 2009 SEESAC has initiated a process of cooperation with the national authorities in Albania responsible for exports control.
SEESAC has selected Dr Mark Bromley as an advisor for this activity. Meetings with representatives of the Albanian Ministry of Foreign Affairs and Ministry of Defence have taken place on 25 March in Tirana where the proposal for technical assistance was discussed. An invitation for a follow up meeting in Belgrade with two Albanian arms control experts has been sent to Ministry of Defence.
The Head of the newly established Albanian State Exports Control Authority visited SEESAC on 14-15 April. As a result of the consultations a policy proposal for the development of a national report was drafted and presented to the Albanian Minister of Defence. On 15 May 2009 the Minister of Defence approved the development of the report.
During 01-05 June Dr Bromley worked in Tirana with representatives of the State Exports Control Authority. The national template for arms exports report has been developed. Training has been provided on the software for collection of data and production of the national report.
