Montenegro: Support to the Ministry of Economy

Following several years of successful cooperation between SEESAC and the Government of Montenegro, SEESAC will continue to provide support for arms control activities in 2010 and 2011. Since 2006, SEESAC has been providing support for the Ministry of Economy in the development of national reports on import and export in controlled goods (for 2006, 2007 and 2008). In 2007, SEESAC published two research reports on Montenegro: "Ammunition Technical Assessment of Montenegro" and "Small Arms and Gender-Based Violence in Montenegro". Furthermore, in 2009 SEESAC published a comparative study report on the existing legislation on arms control in Montenegro and Directive 91/477/EEC – "SALW Legislation in Montenegro: Compliance with EU Regulations".

In 2010-2011 SEESAC support will focus on several areas. SEESAC will continue to assist the production of the national arms export and import report and the relevant data gathering and data management activities of the Ministry of Economy.  In addition, at the request of the Ministry of Economy, SEESAC will provide assistance in organizing the first Industry Outreach Workshop in Montenegro. The aim of the Industry Outreach is to familiarize representatives of the arms industry in Montenegro with the national legislation on exports control and the practices of issuance export licenses and offer a forum for exchange of opinions and information between the licencing authorities and the industry. The focus of the Industry Outreach, tentatively planned for late May, will be data gathering on arms exports. These activities are funded by Norway.
