Stockpile security - a people-centered approach

SEESAC held in Durres, Albania on 13 – 17 November 2017 a Physical Security and Stockpile Management (PSSM) training of trainers for Ministry of Interior staff from South East Europe. The course enables personnel working on small arms and light weapons (SALW) and ammunition to train their colleagues in PSSM.

To contribute to regional security and safety, SEESAC is working with authorities in South East Europe to improve the security of SALW and ammunition storage facilities. While this includes visible, physical upgrades like CCTV systems and security doors, less visible but equally important is training the people who manage the stockpiles. For this reason, SEESAC takes a people-centered approach to stockpile security by regularly holding PSSM trainings at regional and national levels.

At the regional PSSM training of trainers Alain Lapon, SEESAC’s Chief Technical Advisor, shared methodologies and best practices covering the whole training process, from design to implementation to evaluation, including topics like needs analysis, developing effective resource materials and class facilitation. The goal of the training courses is to provide participants with the skills to organize their own training sessions, so that they can pass on their PSSM knowledge to their peers in their home institutions.

SEESAC trains the trainers to ensure that PSSM expertise is not only spread widely across the entire region, but becomes deeply rooted in institutions and integrated into everyday practices. Since 2010, SEESAC has shared up-to-date PSSM expertise with over 275 personnel from Ministries of Defense and Ministries of Interior. For a safer region.
